Yes. Get the home you're having built inspected, and inspected throughout the building process.
An inspector Facebook friend of mine recently posted a picture of missing flashing around a chimney in new construction. I can imagine a scenario where installing the flashing came at the end of the day, and the workers forgot about that last piece when they started their shift the next day. Inspections throughout the building process can catch shortfalls like this that could get hidden behind sheetrock or cabinetry.
Most builders will welcome another professional reviewing the work, and in the above case, I bet they were happy to avoid harm to the buyer. I don't want to think about what could have happened because of missing chimney flashing.
